On 30 September 2026, PRIMAS Deputy President Mr. C. Krishnan attended the Sesi Libat Urus (SLU) Teknikal berkenaan Cadangan Pindaan Akta Standard Minimum Perumahan, Penginapan dan Kemudahan Pekerja 1990 [Akta 446], organised by Bahagian Perundangan dan Pelesenan (BPL) in collaboration with Bahagian Penguatkuasaan (BPN).


During the session, PRIMAS highlighted key concerns regarding CLQ arrangements and worker accommodation requirements, including:


1. Vandalism and Employer Liability – PRIMAS opposed the proposal for employers to bear the cost of damage allegedly caused by foreign workers at CLQ facilities, particularly as there is no clear legal mechanism to recover such costs from workers.


2. CLQ Management Responsibilities – As employers pay for accommodation services, PRIMAS stressed that CLQ providers should ensure proper management, monitoring, supervision and surveillance of their premises.


3. Limited and Unsuitable CLQ Facilities – CLQ facilities remain insufficient and are mainly concentrated around manufacturing and logistics hubs, making many locations unsuitable for service industries such as restaurants.


4. Difficult Approval Procedures – Restaurant operators face complicated local authority procedures and requirements in obtaining accommodation approvals.


5. Policy-Level Resolution – PRIMAS stressed that impractical requirements and procedures should be addressed and streamlined by the relevant authorities, rather than placing the burden on individual operators.


6. Lengthy Approval Periods – Accommodation approvals can take approximately 8 to 12 months, creating prolonged uncertainty and difficulties for operators.


PRIMAS will submit its concerns and recommendations in writing to the relevant authorities for further consideration and appropriate action
